RESOLUTION #11
    WHEREAS PSAC Constitution Regulation 19, Section 7, outlines the disciplinary process for elected officers of a component national body;
    WHEREAS UNDE Bylaw 6 Article 13 (a) and Regulation 1303-06 identify the UNDE national president as an exception;
    WHEREAS UNDE Regulation 1303-07 refers members to the PSAC Constitution regarding membership discipline against the union’s national president;
    BE IT RESOLVED THAT UNDE Bylaw 6, Article 13(a), be amended to delete “except the National President,”
    BE IT FURTHER RESOLVED THAT UNDE Regulation 1303-06 be amended as follows:
      1303-06 – The procedure for handling disciplinary charges against any elected officer of the Union’s National Executive, (delete other than the National President,) other than those dealing with harassment, shall be as follows:
        (c) The originator(s) shall ensure copies of the charge(s) are provided to the National Officer(s) against whom the charge(s) have been made and to the National President at the same time. If the charge(s) have been made against the National President, they shall be submitted in writing to the Executive Vice-President. If the charge(s) have been made against both the National President and the Executive Vice-President, they shall be submitted in writing to a member of the National Executive against whom the charge(s) have not been made.
        (d) The National President shall appoint an internal or external impartial review Committee of three (3) people to investigate and assess the charge(s) and receive evidence. If the charge(s) have been made against the National President, the National Executive officers against whom the charge(s) have not been made shall then appoint an internal or external impartial review Committee of three (3) people to investigate and assess the charge(s) and receive evidence.
    BE IT FURTHER RESOLVED THAT UNDE Regulation 1303-07 be deleted in its entirety; BE IT FURTHER RESOLVED THAT reference to UNDE Regulation 1303-07 be deleted from Bylaw 13, Article 3(e).
RESOLUTION #26
    WHEREAS national PSAC officers are elected every three years at the PSAC triennial national convention;
    WHEREAS national UNDE officers are elected every three years at the UNDE triennial national convention;
    BE IT RESOLVED THAT local union officers will be elected at least every three years.
RESOLUTION #34
    WHEREAS the UNDE Harassment Policy has not been updated since it was adopted at the 1999 Convention;
    WHEREAS there are a number of changes that are required to the policy to better meet the needs of the membership;
    BE IT RESOLVED THAT the following changes be made to the UNDE Harassment Policy:
      1. Intervenor – change to “Intervener” throughout Policy and Annexes (Rationale – correct the spelling);
      3. Amend Article 2 Definitions (a) second definition of Harassment to include colour and conviction for an offence for which a pardon has been granted (replaces criminal record);
      4. Amend Article 2 Definitions (b) amend definition of discrimination to include: marital or family status, disability, conviction for an offence for which a pardon has been granted (replaces criminal conviction). Also change 'employee' to 'member';
      5. Amend Article 2 Definitions (d) to read:
        “Abuse of authority is a form of harassment that occurs when a member or members improperly use their union power, authority or position against another member(s). Abuse of authority may include, but is not limited to, the following:
          - withholding information that a member or members require to perform their duties;
          - favouritism of one member over another;
          - yelling at a member or members in front of others;
          - taking advantage of a union position to exploit, intimidate, threaten, blackmail, compromise, coerce or mistreat others.
      6. Amend Article 2 Definitions (i) to read:
        “The responsible officer is the elected official responsible for the event. If a complaint is made at a local function, the responsible officer is the local president or their recognized replacement. In the event the responsible officer is identified as a respondent, the next senior local officer in attendance at the function shall be the responsible officer. For regional functions, the VP in the region the event takes place shall be the responsible officer. In the event a National Executive officer is identified as a respondent, the National President shall be the responsible officer. For all national events, the responsible officer shall be the national president. In the event the National President is identified as a respondent, the EVP shall be the responsible officer.       7. Amend Article 5 avenues for filing written complaints to:
        • Treasury Board Policy on the Prevention and Resolution of Harassment in the Workplace
        • DND Harassment Prevention and Resolution Guidelines
        • PSAC Policy 23 (A) Anti-Harassment in the Workplace

      9. Amend Article 8(c) third and sixth bullet to read: complainant(s) and respondent(s);
      10. Amend Article 8(e) eighth and tenth bullet to read: complainant(s) and respondent(s);
      11. Add following new paragraph (g) to Article 8:

      12. Annex B, paragraph 1 Guidelines (page B-1/3) – Amend to add at end of third paragraph:
        The responsible officer shall be responsible for notifying the VP of the Region of any ongoing complaints (not resolved before end of event) or of any complaints made after the event was completed.

      13. Annex B, paragraph 3 Investigation committee report approval (page B-2/3)
        Delete on the last line of the 1st paragraph “and national president”: and delete the last bullet “Respondent is the UNDE president ..” in its entirety;

      14. Annex B, paragraph 5 Findings (page B-3/3) - Amend as follows:
        Complaint is upheld: the respondent is entitled to appeal to the UNDE National Executive (replaces PSAC National President) within 60 days of receipt of notice of discipline
        Complaint is not upheld: the complainant is entitled (delete: at any level,) to appeal to the UNDE National Executive (replaces the Alliance Executive Committee (AEC).”
      15. Annex C (page C-1/3) - Amend as follows:
        • First Change
        Under the Guidelines and Procedures for Managing Harassment (Annex B), this form must be completed for any and all complaints handled during an UNDE event. This form must be submitted at the end of the union function.

        9. Delete paragraph 9 and replace with: Status of ongoing complaint(s) – identify expected completion date, identify what stage complaint is (initial, informal, formal) and ensure VP of the Region is advised of any ongoing complaint(s) (complaints not resolved before end of union function). 11. RESOLUTION #36
    WHEREAS all directly chartered locals (DCL) and components involved with separate employers (non-PSSRA) currently have the right to disaffiliate with the Public Service Alliance of Canada (PSAC);
    WHEREAS components involved with the PSSRA do not have that same right;
    WHEREAS this discrepancy between PSSRA and non-PSSRA components and locals is not equitable and equals in effect a monopoly, which allows the bargaining agent (PSAC) to be unaccountable to the membership;
    BE IT RESOLVED THAT the PSAC Constitution, Section 24, sub-section 27, be amended to include: …any component, along with its membership and assets, decides to withdraw…
RESOLUTION #42
    WHEREAS the mechanism applicable to memoranda of settlement (reg. No. 15 para. 3.10) does not reflect the reality of negotiations;
    WHEREAS the negotiating teams are in fact responsible for concluding memoranda of settlement with the employer;
    WHEREAS this situation discredits the claims of members and bargaining tables;
    BE IT RESOLVED THAT the UNDE convention will adopt and support at the PSAC convention a resolution to amend article 3.10 of regulation 15 of PSAC, which reads as follows:
      The Alliance negotiating teams are responsible for concluding Memoranda of Settlement with the employer through the process of collective bargaining. The National President (in agreement and in accordance with the negotiating teams’ instructions) may at any time deemed appropriate, engage in direct discussions with employer representatives in an attempt to achieve a Memorandum of Settlement.
    BE IT FURTHER RESOLVED THAT the UNDE convention will adopt and support at the PSAC convention one or more resolutions aimed at having PSAC Constitution and Regulations clearly establish the independence of bargaining tables in negotiations with Treasury Board.
RESOLUTION #44
    WHEREAS a member in good standing with the union is entitled to take part in any voting process;
    WHEREAS the PSAC amended Regulation 15 to include that all voting must take place at a general membership meeting in order to make an informed decision;
    WHEREAS it is understood that the local executive/committees transmit as much information as is possible regarding union matters by email or websites and members can research or ask for information they are lacking;
    BE IT RESOLVED THAT PSAC members retain the right to vote regardless of whether it is at a general membership meeting or spread out over 2 or 3 days, in a location organized and monitored by the local executive;
    BE IT FURTHER RESOLVED THAT the PSAC amend Regulation 15 to allow locals more flexibility in organizing meetings, and/or locations for voting, other than a general membership meeting, to allow maximum participation for members to vote;
    BE IT FURTHER RESOLVED THAT should the PSAC rep for that region be unavailable, the local executive can conduct the voting and fax/mail in the results/ballots to their respective regional offices before the deadline date.
RESOLUTION #46
    WHEREAS currently the PSAC Constitution has no clear language with respect to members choosing to cancel/resign their membership in their union;
    WHEREAS members are selecting to resign their membership in an effort to perform struck labor for the employer during a labour disruption, thus circumventing union principles;
    WHEREAS members believe resigning their membership permits them the right to avoid discipline, when performing struck labour;
    WHEREAS this is in contravention of the PSAC Constitution, Section 25, sub-section (5) (n);
    BE IT RESOLVED THAT upon receipt of a legal opinion, the PSAC Constitution be amended to deal with the attempted resignation of members;
    BE IT FURTHER RESOLVED THAT all documents be written to reflect the legal decisions and the differences between members, workers and Rands.
RESOLUTION #47
    WHEREAS to receive strategic strike pay, a maximum of 10% of the bargaining unit can go out on strike;
    WHEREAS this is not effective for smaller locals;
    BE IT RESOLVED THAT PSAC add a clause for smaller separate employer locals to read 25%.
RESOLUTION #53
    WHEREAS there is a significant financial surplus;
    WHEREAS the membership does not want a dues increase;
    BE IT RESOLVED THAT all additional costs not factored into the line items, be taken from this surplus.
RESOLUTION #55
    WHEREAS it is prudent for an organization to have an appropriate operating reserve to provide for contingencies and uncertainties;
    WHEREAS the accumulation of wealth is not a desirable goal and those members' contributions should be directed towards serving the members;
    WHEREAS it is prudent to set limits on the size of any operating reserve fund and the procedures through which it can be spent;
    BE IT FURTHER RESOLVED THAT the UNDE Operating Reserve Fund be used for the following purposes:
      a. to offset an annual deficit;
      b. to fund specific projects in the previous budget that were subject to delays and not completed;
      c. for unforeseen circumstances as approved under the expenditure guidelines for the National Executive.
RESOLUTION #57
    WHEREAS members are sometimes on leave without pay for union business while their collective agreements are expired;
    WHEREAS members earn wage replacement at their old agreement rates;
    WHEREAS members do not receive negotiated retroactive pay on the wage replacement;
    WHEREAS the loss of wages can be significant;
    BE IT RESOLVED THAT UNDE pay members their loss of wages retroactively to the new collective agreements rates.
RESOLUTION #58
    WHEREAS PSAC currently upholds Treasury Board rates to membership making claim to PSAC;
    WHEREAS this rate should be the only rate applicable to claims submitted to PSAC;
    BE IT RESOLVED THAT all claims be paid out in accordance to the Treasury Board rate applicable;
    BE IT FURTHER RESOLVED THAT there are no exceptions to this rate.
RESOLUTION #62
    WHEREAS the current UNDE child care reimbursement entitlements provided to cover children under the age of sixteen does not provide enough financial assistance to offset the cost of quality child care that our members incur while participating in union activities;
    WHEREAS UNDE does not currently reimburse for any family care responsibilities that our members incur while participating in UNDE activities despite that many of our members have elderly parents and other family members with special and/or personal needs that require quality care;
    WHEREAS UNDE’s current practice is not consistent with the PSAC family care policy and creates unnecessary barriers for members with family care obligations to participate in UNDE activities;
    BE IT RESOLVED THAT UNDE change their current practice of reimbursement for child care expenses to include family care;
    BE IT FURTHER RESOLVED THAT the entitlements for reimbursement for UNDE family care expenses be consistent with the PSAC family care policy.
RESOLUTION #64
    WHEREAS the UNDE Ken Green Scholarship Program has been in place for a considerable period of time as an unfunded line item in the UNDE budget;
    WHEREAS the current funding at $1,000 per scholarship is not enough to significantly benefit a student commencing post-secondary education;
    BE IT RESOLVED THAT the Ken Green Scholarship Program be established as a permanent funded budget line item;
    BE IT FURTHER RESOLVED THAT the UNDE annual funding allocation to the Ken Green Scholarship Program be set at $8,000 to fund up to four $2,000 scholarships.
RESOLUTION #75
    WHEREAS having the union both visible and prominent in our workplaces is good for the members and management;
    WHEREAS high visibility is best achieved by union apparel--promotional items such as coffee cups, calendars, etc.;
    WHEREAS giving as a gift UNDE apparel, promotional items, is a good way to thank the activists in the locals;
    WHEREAS we do not need to sell the bulk of this material to the members, but rather should be giving it to the activist;
    BE IT RESOLVED THAT we initiate a campaign within the union to raise our visibility within the workplaces.
RESOLUTION #79
    WHEREAS regional council funding was doubled -- from 26.25 cents per member per month to 52.50 cents -- for the last mandate;
    WHEREAS this funding was taken from the existing surplus at the time;
    WHEREAS appropriate funding for regional conferences is still a priority;
    WHEREAS regions still have different demands such as geography;
    BE IT RESOLVED THAT the regional conferences budget be budgeted for 52.5 cents per member per month;
    BE IT FURTHER RESOLVED THAT the regional conferences budget not be spent on a per capita basis, but as required taking into consideration all demands that are specific to the separate regions.
RESOLUTION #89
    WHEREAS the needs of emerging leaders at the local union executive member level will be important over the coming years;
    WHEREAS training positively influences the development of emerging union leaders;
    BE IT RESOLVED THAT UNDE increase the training budget to $600,000.
RESOLUTION #91
    WHEREAS the number of UNDE members is stable or has increased since the last convention and finances are favourable;
    WHEREAS we know that a significant surplus is expected;
    WHEREAS the needs of locals and members are not decreasing and that the delays for processing files are excessive (several months);
    WHEREAS the average age of UNDE union services officers is advanced and to ensure the continuity of services;
    WHEREAS the enactment of the new act on job modernization in the public service and the extra work it entails;
    BE IT RESOLVED THAT the UNDE convention authorize the creation of up to (2) positions to meet the needs in accordance with UNDE Bylaw 6, Articles 12 and 15.
RESOLUTION #92
    WHEREAS fax machines are slowly being outdated by the internet;
    WHEREAS communication within the union is approximately 90% electronic;
    WHEREAS a number of locals could not afford to purchase a computer for the local;
    WHEREAS the union needs to ensure the tools are available to the volunteers within the union;
    BE IT RESOLVED THAT UNDE purchase a computer system for each UNDE local (as required);
    BE IT FURTHER RESOLVED THAT the figure of $1,500 per system be used to budget.
RESOLUTION #100A
    WHEREAS more than 94% of Treasury Board members benefit from national rates of pay and less than 6% of members are subject to the discriminatory practice of regional rates of pay;
    WHEREAS the PSAC promotes the principles of equality encompassing equal pay for work of equal value;
    WHEREAS historically the collective bargaining process has not had total success in completely eliminating regional rates of pay;
    BE IT RESOLVED THAT PSAC and UNDE immediately undertake a review to determine what legal options are available and that these options be presented to the membership no later than six (6) months following convention;
    BE IT FURTHER RESOLVED that the PSAC and UNDE initiate a grievance campaign for Table 2 members to grieve the discriminatory practice of regional rates of pay;
    BE IT FURTHER RESOLVED THAT the PSAC and UNDE initiate a political action campaign to lobby the federal government to stop their discriminatory practice of regional rates of pay for Table 2 members;
    BE IT FURTHER RESOLVED THAT the PSAC establish a national steering committee comprised of two (2) representatives from the Alliance Executive Committee and one (1) grassroots representative from each component within the PSAC that are affected by regional rates of pay;
    BE IT FURTHER RESOLVED THAT this national steering committee has a mandate to explore all options, and make recommendations pertaining to the elimination of regional rates of pay. These options may include, but not be limited to: legal, political, a national grievance campaign or any other options that may arise.
RESOLUTION #105
    WHEREAS the UNDE has the largest percentage of General Labour and Trades members affected by the discriminatory practice of regional rates of pay and therefore the largest stake in resolving this issue;
    WHEREAS the UNDE promotes the principles of equality encompassing equal pay for work of equal value;
    BE IT RESOLVED THAT the UNDE establish a national General Labour and Trades committee comprised of one General Labour and Trades member per region, plus one VP to act as advisor to the committee;
    BE IT FURTHER RESOLVED THAT this national General Labour and Trades committee has a mandate to, but not limited to, explore all options, and make recommendations to the PSAC National Steering Committee pertaining to the elimination of regional rates of pay, through their elected chairperson. This chairperson would also represent the UNDE on the PSAC National Steering Committee. These options may include but not be limited to: legal, political, a national grievance campaign, or any other options that may arise.
RESOLUTION #109
    WHEREAS there are 418 FRs in PSAC--373 in UNDE and they have a national FR committee to discuss and address their concerns;
    WHEREAS there are 2,868 GSs in PSAC--2,002 in UNDE and they had a national GS fightback committee this last mandate;
    WHEREAS the GS fightback committee only focused on one area and there is need for more open discussion on behalf of GS members;
    WHEREAS the GS group is so diverse that many levels of issues and concerns exist;
    BE IT RESOLVED THAT UNDE form a national GS committee to address GS concerns and issues, set up along the same lines as the FR committee;
    BE IT FURTHER RESOLVED THAT the elimination of zone rates of pay be one of the priorities for this committee.
    BE IT FURTHER RESOLVED THAT this committee keeps up the fight against contracting out the services that these members do.
RESOLUTION #112
    WHEREAS conciliation with the right to strike has proven to be ineffective as a bargaining tool;
    WHEREAS the employer has the right to legislate public service employees back to work;
    WHEREAS Bill C-25 will allow Treasury Board to designate whole buildings and bases;
    WHEREAS research has shown that arbitration has proven more effective than conciliation;
    BE IT RESOLVED THAT UNDE adopt binding arbitration as the method of contract settlement and send on to the PSAC Convention.
RESOLUTION #114
    WHEREAS the PSAC Constitution, Regulation 15 establishes the national strike strategy committee and their responsibility to develop an overall strategic plan;
    WHEREAS the PSAC Regional Office reps endeavour to implement the direction provided by the National SSC;
    WHEREAS bargaining units in legal strike positions are inconsistent in strike activity in regions and this causes personal hardships to our membership;
    WHEREAS strike pay is the same for all;
    WHEREAS this causes extreme discord within the members;
    WHEREAS this causes difficulty for area co-ordinators to maintain strong picket lines and sustain support for strikes;
    BE IT RESOLVED THAT the national strike strategy committee provide a strategy that achieves a common standard amongst all membership;
    BE IT FURTHER RESOLVED THAT the regional reps within an office work together to provide equally implemented strategies for all members in that region.
RESOLUTION #117
    WHEREAS the PSAC Constitution currently states designated employees must forward 25% of their wages to the union during strike activity;
    WHEREAS some designated members do not all comply with this regulation;
    WHEREAS this is in contravention of the PSAC Constitution, Section 25, Subsection (5);
    WHEREAS PSAC has no clearly defined direction with regards to the process for collection of fines imposed to members in regards to the 25% of their wages;
    WHEREAS PSAC has the legal and financial resources to collect these monies;
    BE IT RESOLVED THAT the PSAC provide a policy for the collection of these monies;
    BE IT FURTHER RESOLVED THAT the PSAC be responsible for all action (both financial and legal) for collection of these monies.
RESOLUTION #119
    WHEREAS the PSAC Constitution currently states the responsibility to take disciplinary action against “strike breakers” better known as “scabs” is the sole responsibility of the Local;
    WHEREAS this responsibility at local level is a hardship;
    WHEREAS this causes undue financial hardship on locals;
    WHEREAS PSAC has the legal resources to enforce the disciplinary action;
    BE IT RESOLVED THAT PSAC be responsible for all action (both financial and legal) against “scabs”.
RESOLUTION #142A
    WHEREAS PSAC Regional Conventions are held in all regions;
    WHEREAS elections for the PSAC REVP are conducted at the Regional Conventions;
    WHEREAS PSAC Regional Conventions are not presently funded through the PSAC;
    WHEREAS UNDE National Executive identified the need for UNDE to be well-represented at PSAC Regional Conventions this year;
    WHEREAS we need to ensure UNDE's interests are represented in the future at these conventions;
    BE IT RESOLVED THAT we forward a resolution to the next PSAC National Convention to get the funding for all eligible delegates to Regional Conventions from the PSAC nationally.
RESOLUTION #147
    WHEREAS the regional structure of PSAC functions relatively well where locals are involved;
    WHEREAS the needs of members and locals are in the region;
    WHEREAS member resources are limited and members must expect that resources they entrust to the unions are managed properly;
    WHEREAS in the interest of members and the union it is essential to review how the union can improve its services and image;
    BE IT RESOLVED THAT UNDE convention mandate its executive to review with PSAC and the other components how our union could be restructured to respond better to member needs and expectations, taking all scenarios into consideration;
    BE IT FURTHER RESOLVED THAT UNDE, as a leader within the Alliance, put forth and support a resolution by which a review of the structures and services are proposed to the triennial PSAC convention.
RESOLUTION #155
    WHEREAS the Aboriginal community is comprised of a diverse membership;
    WHEREAS the racially visible community is comprised of a diverse membership;
    WHEREAS the Persons with Disabilities and the Gay, Lesbian, Bi-sexual and Transgendered have their own fully funded conferences;
    BE IT RESOLVED THAT the Public Service Alliance of Canada change their constitution to reflect the diversity of the Aboriginal and Racially Visible equity groups and establish two separate national conferences for these two equity groups;
    BE IT FURTHER RESOLVED THAT the Public Service Alliance of Canada’s budget reflect these changes for the two national conferences and these conferences be funded at the same rate as the Pride and Access conferences.
RESOLUTION #156
    WHEREAS currently all delegate registration forms to PSAC do not require a recommendation/authorization from Locals;
    WHEREAS Local executives should be consulted by PSAC to provide a recommendation/authorization in this regard;
    WHEREAS Locals are charged with all other decision-making within their Local;
    BE IT RESOLVED THAT Local Executives be charged with the authority and responsibility to provide recommendations to all conferences;
    BE IT FURTHER RESOLVED THAT PSAC not accept registration forms that have not been submitted with the support of their Local.
RESOLUTION #157
    WHEREAS every PSAC member should have equal access to attend PSAC functions;
    WHEREAS PSAC members with disabilities who require attendant care while traveling to PSAC functions have individual requirements unique to their needs;
    WHEREAS the attendants who normally assist PSAC members are familiar with those requirements and can provide a level of care that ensures the safety, comfort and dignity of the members;
    WHEREAS members often require attendant care during travel to and from PSAC functions;
    WHEREAS members have been asked by PSAC to sign waivers rescinding their rights in order to have their attendant of choice attending to their care;
    BE IT RESOLVED THAT PSAC develop a Policy on Attendant Care for PSAC Members With Disabilities that addresses the attendant care needs of our membership;
    BE IT FURTHER RESOLVED THAT the policy be developed in consultation with a sufficient variety of affected members to ensure that all likely contingencies are addressed;
    BE IT FURTHER RESOLVED THAT, concurrent with the development of the policy, PSAC investigate appropriate liability protection in order that members with disabilities can avail themselves of the provisions of the policy without being required to sign waivers rescinding their rights.
RESOLUTION #169
    WHEREAS USOs are being tasked with many responsibilities outside of their primary reason for being--offering support to their regions;
    WHEREAS staff members being assigned to assist national officers with portfolios has to be addressed;
    WHEREAS the union needs to ensure that the services needed by the locals are the priority;
    WHEREAS many of the extra tasks are tied to national committees which should be responsible for their own research and reports;
    BE IT RESOLVED THAT national executive revisit all the taskings placed on the USOs;
    BE IT FURTHER RESOLVED THAT the priority has to be availability of USOs for locals to contact for help;
    BE IT FURTHER RESOLVED THAT we address the need for support from national office to our locals first and then see what capabilities we can assign as needed.
RESOLUTION #175
    WHEREAS there are more private sector/separate employer UNDE locals;
    WHEREAS most of the support to these locals is coming from PSAC at present and outside of the political contacts within UNDE, little else is there for them;
    WHEREAS we have USOs with geographic responsibilities and should be knowledgeable of all the locals in their region;
    WHEREAS the need for a central database on information for these locals is needed;
    BE IT RESOLVED THAT the USOs build a database for their locals, which will include: collective agreements, legislation pertaining to the locals, grievance procedures, etc.;
    BE IT FURTHER RESOLVED THAT an ongoing communication with these locals to better understand their needs is required by the USOs;
    BE IT FURTHER RESOLVED THAT the EVP is responsible to ensure this is happening.
RESOLUTION #181
    WHEREAS information on classification upgrades across the country is not posted on any website;
    WHEREAS a lot of successes is being made on classification upgrades;
    BE IT RESOLVED THAT UNDE set up a national website where members have access to information on classification upgrades when the information is being provided by the locals.
RESOLUTION #185
    WHEREAS UNDE and PSAC scholarship programs/opportunities only apply to dependant children of members in good standing;
    WHEREAS this is restrictive;
    WHEREAS this is not reflective of an inclusive Union;
    WHEREAS our C/A language 'currently' contains more inclusive language on the definition of family;
    WHEREAS this is disadvantageous toward our membership;
    BE IT RESOLVED THAT UNDE and PSAC scholarship programs be amended to be a more inclusive opportunity;
    BE IT FURTHER RESOLVED THAT UNDE and PSAC scholarship program offer be expanded to include grandchildren (residing with member), legal guardian, permanent foster child or any dependant who currently resides with member.
RESOLUTION #186
    WHEREAS the employer considers the new policy on determinate employment in the public service as too restricting;
    WHEREAS the employer ends the contract of determinate employees simply to prevent them from attaining indeterminate status;
    WHEREAS the employer hires military reservists simply to fill vacant positions;
    WHEREAS this hiring method is a form of sub-contracting;
    WHEREAS this endangers the future of the UNDE;
    BE IT RESOLVED THAT UNDE establish an action plan so that the Department does not abuse this method of hiring at the expense of our determinate employees;
    BE IT FURTHER RESOLVED THAT UNDE denounces all abuse in the hiring of military reservists.
