BYLAWS RESOLUTIONS
1) Local 607 – Resolution 3
WHEREAS UNDE strives to be an inclusive union;
WHEREAS there are barriers that prevents/hinders full participation of the EE advisor;
WHEREAS the basic right to vote is removed, yet there is acknowledgement and commitment by UNDE to address barriers within our locals, components, union structure and/or society:
BE IT RESOLVED THAT the employment equity advisor, as an elected officer of UNDE, be given full vote and voice.
2) Local 704 – Resolution 2
WHEREAS the national president’s salary is tied to the EX level within management;
WHEREAS there is nothing union about an EX position within government;
WHEREAS the president’s salary should be tied to the same economic increases as negotiated with Treasury Board on behalf of the membership:
BE IT RESOLVED THAT the national president’s salary be de-linked from the EX level and that Bylaw 6, Article 1 be amended to reflect this change;
BE IT FURTHER RESOLVED THAT the national president’s salary, at its present level, be tied to economic increases as negotiated with Treasury Board on behalf of the membership and that any increase be applied in the same manner as the membership receives;
BE IT FURTHER RESOLVED THAT Bylaw 6 be amended as necessary to reflect this change.
3) Local 704 – Resolution 3
WHEREAS the executive vice-president’s salary is determined by the delegates to the UNDE Triennial National Convention;
WHEREAS the executive vice-president’s salary should be tied to the same economic increases as negotiated with Treasury Board on behalf of the membership:
BE IT RESOLVED THAT the executive vice-president’s salary, at its present level, be tied to economic increases as negotiated with Treasury Board on behalf of the membership and that any increase be applied in the same manner as the membership receives;
BE IT FURTHER RESOLVED THAT Bylaw 6 be amended to reflect this change.
4) Local 681 - Resolution 5
WHEREAS the title of the VP is currently VP PSP;
WHEREAS the VP represents not only the members of PSP but also those members of Canex and SISIP:
BE IT RESOLVED THAT the title of the VP for PSP be renamed VP for NPF.
5) Local 580 – Resolution 3
WHEREAS the title of the VP is currently VP PSP;
WHEREAS the VP represents not only the members of PSP, but also those members of CANEX, SISIP:
BE IT RESOLVED THAT the title of the VP for PSP be renamed VP for NPF.
6) Local 680 – Resolution 5
WHEREAS the title of the national VP is currently VP PSP;
WHEREAS the VP represents not only the members of PSP but also those members of CANEX and SISIP:
BE IT RESOLVED that the title of VP for PSP be renamed VP for NPF.
7) Local 683 – Resolution 5
WHEREAS the title of the national VP is currently VP for PSP;
WHEREAS the VP represents not only the members of PSP but also those members belonging to CANEX and SISIP:
BE IT RESOLVED that the title of the VP for PSP be renamed VP for NPF.
8) Local 682 – Resolution 5
WHEREAS the title of the VP is currently VP PSP;
WHEREAS the VP represents not only the members of PSP, but also those members of CANEX and SISIP:
BE IT RESOLVED THAT the title of the VP for PSP be renamed VP for NPF.
9) Local 583 – Resolution 3
WHEREAS the title of the VP is currently VP PSP;
WHEREAS the VP represents not only the members of PSP, but also those members of CANEX, SISIP:
BE IT RESOLVED THAT the title of the VP for PSP be renamed VP for NPF.
10) Local 910 – Resolution 7
WHEREAS local bylaws are not consistent, and could violate component or PSAC bylaws:
BE IT RESOLVED THAT the vice-presidents of each region review, during this mandate, all local bylaws and recommend required amendments to bring each local’s bylaws into accordance;
BE IT FURTHER RESOLVED THAT the COMTRA committee develop a template for locals to use.
11) Local 704 – Resolution 5
WHEREAS there is a significant number of duties outlined in the UNDE bylaws for the national president, a full-time paid union officer;
WHEREAS there is a significant number of duties outlined in the UNDE bylaws for the regional vice-president, a part-time union officer;
WHEREAS there aren’t a significant number of duties outlined in the UNDE bylaws for the executive vice-president, a full-time paid union officer;
WHEREAS many regional vice-presidents have roles that would be better served by a full-time union officer:
BE IT RESOLVED THAT the executive vice-president duties be expanded to include, but not exclusive to:
BYLAW 8 – Duties of Officers
Article 2. THE EXECUTIVE VICE-PRESIDENT shall:
(a) aid the National President in the Chief Executive Officer’s duties and act on behalf of the National President as required;
(b) manage national office staff;
(c) be responsible for services from national office;
(d) attend all Public Service Alliance of Canada National Board of Directors’ meetings;
(e) chair the negotiations with staff;
(f) be responsible for Communications and UNDE Training materials;
(g) coordinate a familiarization session for all new National Executive Officers.
12) Local 704 – Resolution 6
WHEREAS the work description of the EVP of UNDE is unclear;
WHEREAS this lacks structure in defining the role of the EVP;
WHEREAS a clearly defined work description would allow for transparency and efficiency of all duties:
BE IT RESOLVED THAT a work description be written by the national president to ensure the duties of the EVP meet the needs of locals and UNDE;
BE IT FURTHER RESOLVED THAT the national president shall undertake to complete this task no later than 90 days after completion of the UNDE Triennial National Convention, 2008.
13) Local 704 – Resolution 7
WHEREAS communication is the key to any successful Union;
WHEREAS a vice-president is the leader for a region and should be accountable to that region;
WHEREAS annual written reports are not mandated at present, while the need for a written accounting is integral to any organization:
BE IT RESOLVED THAT under Bylaw 8, Article 3 (b), the Duties of Officers be amended read:
(b) file a written report of their activities and recommendations for the complete mandate of their tenure to the National President four (4) months prior to the Triennial National Convention and that this report be copied to the National Executive;
BE IT FURTHER RESOLVED THAT these reports be made available to the locals that they represent when requested by the local executive.
14) Local 705 – Resolution 3
WHEREAS communication with the membership is key to strengthening the union;
WHEREAS national executive officers have a significant role within their regions and national portfolios;
WHEREAS verbal communication does not give us a recorded history of discussions and actions:
BE IT RESOLVED THAT all national executive members must give a written report at each national executive meeting on their duties and tasks within their national portfolios;
BE IT FURTHER RESOLVED THAT this will also include a regional report from the regional VPs, which will be sent to the locals and presented at each NE meeting;
BE IT FURTHER RESOLVED THAT these reports to be for only the 2 annual national executive meetings identified in the bylaws.
15) Local 802 – Resolution 3
WHEREAS UNDE regional vice-presidents have the authority to attend meetings of their locals and are responsible for joint programs with the employer (i.e. UMCC) in their respective regions:
BE IT RESOLVED THAT the regional vice-president must attend a minimum of one of the ‘joint programs with the employer’ meetings in each of their locals at least once a year in their mandate.
16) Local 704 – Resolution 8
WHEREAS the current structure outlined in UNDE Bylaw 8, Article 3 (j) (i) recognizes that the deputy vice-president (DVP) is expected to assume all duties and responsibilities of the regional vice-president (RVP) upon their absence;
WHEREAS the opportunity of the DVP to become familiar with the roles, duties and responsibilities when acting on behalf of the RVP is often quite limited;
WHEREAS this practice is not consistent with sound succession planning:
BE IT RESOLVED THAT a new sub-para be added to Article 3 which shall read:
(l) the DVP shall be required to attend, as an observer, the first national executive meeting, with all costs incurred to be listed as a line item for the national executive meeting budget.
17) Local 404 – Resolution 6
WHEREAS each triennial convention, delegates elect a vice-president for each geographical region under UNDE jurisdiction, as well as a deputy vice-president, and two alternates;
WHEREAS they are elected recognizing that the VP of the region is a full-time position and must spend time away from their respective area due to national commitments;
WHEREAS the executive and local members require assistance even when the VP is absent;
WHEREAS in some areas, the deputy vice-president has not always filled in on a full-time basis when the vice-president is away;
WHEREAS in some areas, the deputy vice-president has not always had access to union information that the vice-president has been sent that involves locals;
WHEREAS this has caused an undue delay in ensuring information reaches the local presidents and membership:
BE IT RESOLVED THAT upon the VP’s absence of more than one day, that the deputy vice-president be obligated to be full-time in the office of the VP and be given full proxy to email to obtain union information in order to facilitate communications in a timely fashion with the locals;
BE IT FURTHER RESOLVED THAT the deputy vice-president be charged with carrying out the duties of the vice-president (in his or her absence) as if they were elected into that position;
BE IT FURTHER RESOLVED THAT the deputy vice-president be an automatic delegate at UNDE triennial convention regardless of their local status at the time.
18) Local 607 – Resolution 4
WHEREAS the employment equity advisor’s role is to give advice to the national executive on human rights issues;
WHEREAS the employment equity advisor’s role should be more than advisor as an elected member of the executive:
BE IT RESOLVED THAT the Employment Equity Advisor’s name be changed to employment equity officer which will reflect more the duties and responsibilities captured under the human rights portfolio.
19) Local 502 – Resolution 3
WHEREAS through its duties, the local president shall be the chief executive officer of their local (UNDE Bylaws and Regulations, Bylaw 8, Article 6(a):
BE IT RESOLVED THAT the local president be automatically designated as a delegate to the UNDE triennial convention and additional delegates (if necessary) be designated at a general meeting of the local concerned.
20) Local 681 – Resolution 7
WHEREAS the current entitlement for participation of a local in the convention is to have in excess of 20 members:
BE IT RESOLVED THAT all locals have the right to partake in the convention regardless of the membership strength.
21) Local 580 – Resolution 6
WHEREAS the current entitlement for participation of a local in the convention is to have in excess of 20 members:
BE IT RESOLVED THAT all locals have the right to partake in the convention regardless of the membership strength.
22) Local 680 – Resolution 7
WHEREAS the current entitlement for participation of a local in the convention is to have in excess of 20 members:
BE IT RESOLVED that all locals have the right to partake in the convention regardless of the membership strength.
23) Local 683 – Resolution 7
WHEREAS the current entitlement for participation of a local in the convention is to have in excess of 20 members:
BE IT RESOLVED that all locals have the right to partake in the convention regardless of the membership strength.
24) Local 583 – Resolution 6
WHEREAS the current entitlement for participation of a local in the convention is to have in excess of 20 members:
BE IT RESOLVED THAT all locals have the right to partake in the convention regardless of the membership strength.
25) Local 502 – Resolution 5
WHEREAS the equation for determining the number of delegates per local at the triennial convention is based on the total number of members;
WHEREAS one of the goals of our union is to defend members' democratic rights in the workplace and within the union:
BE IT RESOLVED THAT our union have a proportional voting system based on the total number of members represented by delegates of a local, rather than on the individual vote of delegates at the convention.
26) Local 910 – Resolution 6
WHEREAS locals with less than 20 members, (unless geographically separate from other areas) are not allowed to send delegates to the UNDE convention;
WHEREAS locals must have a minimum of three elected officers to be considered a viable local:
BE IT RESOLVED THAT UNDE Bylaw 11, Article 5(a) change from 20 to 10.
27) Local 905 – Resolution 1
WHEREAS currently, delegates attending UNDE conventions are regulated by Bylaw 11, Article 5;
WHEREAS the current grid does not adequately address the requirement for representation on behalf of the membership:
BE IT RESOLVED THAT UNDE delegation grid fall in line with PSAC Constitution requirements. One delegate for the first 100 members or part thereof and an additional delegate for every 100 members or part thereof, based on the membership lists at the time of the convention call.
28) Local 1016 – Resolution 2
WHEREAS UNDE Bylaw 12, Article 10 states fiscal year-end for UNDE locals is October 31st;
WHEREAS UNDE locals are finding it increasingly demanding to have audited financial statements submitted to the UNDE national office by December 31st;
WHEREAS both articles are contradictive to each other:
BE IT RESOLVED THAT UNDE bylaws change the fiscal year for the union’s national office and UNDE locals to end in the same incidence each year, being September 30th.
29) Local 910 – Resolution 8
WHEREAS the component is spending large amounts of money and time doing investigations in locals;
WHEREAS the investigations can cause locals to become polarized and hindered in their ability to represent their members:
BE IT RESOLVED THAT each local shall be responsible for all costs associated with any investigation conducted in that local, and that this be incorporated into the component bylaws;
BE IT FURTHER RESOLVED THAT the vice-president of each region shall, based on the evidence presented in the complaint(s), determine the course of action of that complaint.
30) Local 525 – Resolution 1
WHEREAS members are entitled to receive the highest level of union service;
WHEREAS UNDE is a Canada-wide union and locals are spread out across Canada, therefore imposing prohibitive costs for attending grievance hearings;
WHEREAS it is not the responsibility of members to cover grievance right-related costs;
WHEREAS all UNDE members are equal and have the right to attend all levels of grievance proceedings that concern them;
WHEREAS UNDE is committed to equity and transparency:
BE IT RESOLVED THAT UNDE encourage members to attend all levels of grievance hearings;
BE IT FURTHER RESOLVED THAT UNDE cover all travel expenses if the third level (final level) grievance hearing is held outside the region in which the grievance is filed;
BE IT FURTHER RESOLVED THAT UNDE Bylaw 15 be modified to reflect the intentions of this resolution as follows (changes in bold):
ARTICLE 15
General Points
Article 3
A. The Union shall not be responsible for any debt, contractual arrangements, commitments, etc. entered into by any Local, or by any member of a Local seeking legal advice or representation on its own. When representation is requested by a member or a Local outside the procedures of the Union, i.e. grievance procedure, appeals, arbitration, discipline, etc., the Union will not be party to the representation.
B. All members involved in grievances who request support from UNDE to attend final level grievance hearings and other upper level grievance hearings will receive it on the following conditions:
1) UNDE/PSAC is party to the representation;
2) Hearings are held outside the region in which the grievance was filed;
3) The Local requests assistance together with the member;
4) Only the travel expenses of the member(s) will be reimbursed, in accordance with a pre-approved agreement between the member and the National Office. This agreement will be coordinated by the Local and the RVP.
31) Local 525 – Resolution 2
WHEREAS members are entitled to receive the highest level of union service;
WHEREAS UNDE is a Canada-wide union and locals are spread out across Canada, therefore imposing prohibitive costs for attending grievance hearings;
WHEREAS it is not the responsibility of members or the local to cover grievance right-related costs;
WHEREAS all UNDE members are equal and have the right to a full and complete defence;
WHEREAS UNDE is committed to equity and transparency:
BE IT RESOLVED THAT UNDE cover witnesses' travel expenses and reimburse any wage loss resulting from their testimony, if the union officer of the grievance is of the opinion that it is useful to have witnesses appear in court, whether it be the member who filed the grievance or another person;
BE IT FURTHER RESOLVED THAT section C. be integrated into Bylaw 15:
- Witness fees:
If the union officer is of the opinion that it is useful to have witnesses appear in court, whether it be the member who filed the grievance or another person, UNDE will cover witnesses' travel expenses and reimburse any wage loss resulting from their testimony.

Local 406 - Resolution 2
WHEREAS many local union officers, stewards and union activists are required and/or compelled to keep current with union education to continue to be viable resources to the membership;
WHEREAS in order to attend training sessions, it is sometimes required that members travel on the weekend to participate in this training;
WHEREAS if our members were attending work-sponsored training, the Department would have to pay them to travel on their day of rest:
BE IT RESOLVED THAT the union be responsible to pay these local union officers, stewards and union activists not less than one day’s pay for each day of travel to attend training sessions;
BE IT FURTHER RESOLVED THAT UNDE support this as a resolution to the PSAC Convention in 2009.

Local 403 – Resolution 2
WHEREAS many local union officers, stewards and union activists are required and/or compelled to keep current with union education to continue to be viable resources to the membership;
WHEREAS in order to attend training sessions, it is sometimes required that members travel on the weekend to participate in this training;
WHEREAS if our members were attending work-sponsored training, the Department would have to pay them to travel on their day of rest:
BE IT RESOLVED THAT the union be responsible to pay these local union officers, stewards and union activists not less than one day’s pay for each day of travel to attend training sessions;
BE IT FURTHER RESOLVED THAT UNDE support this as a resolution to the PSAC Convention in 2009.

WHEREAS many local union officers, stewards and union activists are required and/or compelled to keep current with union education to continue to be viable resources to the membership;
WHEREAS in order to attend training sessions, it is sometimes required that members travel on the weekend to participate in this training;
WHEREAS if our members were attending work-sponsored training, the Department would have to pay them to travel on their day of rest:
BE IT RESOLVED THAT the union be responsible to pay these local union officers, stewards and union activists not less than one day’s pay for each day of travel to attend training sessions;
BE IT FURTHER RESOLVED THAT UNDE support this as a resolution to the PSAC Convention in 2009.
35) Local 406 - Resolution 3
WHEREAS union activists are increasingly difficult to find;
WHEREAS those individuals who are active in their locals and represent or serve the membership in grievances, appeals and training sessions spend a great many hours of their own time and extreme effort working unpaid;
WHEREAS many of those activists have suffered adverse career progression consequences in the workplace because of their union activities;
WHEREAS members and/or local officers currently do not get paid for representing members, attending locally conducted training or local or national conferences on the weekends or their RDOs;
WHEREAS national officers, by virtue of the UNDE national bylaws, are paid for days spent on union business regardless of whether it is one of their RDOs or not:
BE IT RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to represent members outside of their regular days to work, be paid for each day they provide representation, the amount not less than one day’s pay at their regular rate of pay;
BE IT FURTHER RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to sit on local or national committees outside of their regular days to work, be paid for each day they attend, the amount not less than one day’s pay at their regular rate of pay;
BE IT FURTHER RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to attend training sessions outside of their regular days to work be paid for each day they attend, the amount not less than one day’s pay at their regular rate of pay;
BE IT FURTHER RESOLVED THAT the funding for this training initiative be taken from the UNDE training budget for taking training;
BE IT FURTHER RESOLVED THAT the funding for this conference initiative be taken from the UNDE regional conference budget or national budget (depending on the conference) for attendance at the conferences;
BE IT FURTHER RESOLVED THAT the funding for this representation initiative be paid by UNDE. If necessary, a separate budget line item be created for the issue of miscellaneous representation.
36) Local 407 – Resolution 5
WHEREAS union activists are increasingly difficult to find;
WHEREAS those individuals who are active in their locals and represent or serve the membership in grievances, appeals and training sessions spend a great many hours of their own time and extreme effort working unpaid;
WHEREAS many of those activists have suffered adverse career progression consequences in the workplace because of their union activities;
WHEREAS currently, members and/or Local Officers currently do not get paid for representing members, attending locally conducted training or local or national conferences on the weekends or their RDOs;
WHEREAS national officers, by virtue of the UNDE national bylaws are paid for days spent on union business regardless of whether it is one of their RDOs or not:
BE IT RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to represent members outside of their regular days to work be paid for each day they provide representation, the amount not less than one day’s pay at their regular rate of pay;

Local 404 – Resolution 5
WHEREAS union activists are increasingly difficult to find;
WHEREAS those individuals who are active in their locals and represent or serve the membership in grievances, appeals and training sessions spend a great many hours of their own time and extreme effort working unpaid;
WHEREAS many of those activists have suffered adverse career progression consequences in the workplace because of their union activities;
WHEREAS currently, members and/or local officers currently do not get paid for representing members, attending locally conducted training or local or national conferences on the weekends or their RDOs;
WHEREAS national officers, by virtue of the UNDE national bylaws are paid for days spent on union business regardless of whether it is one of their RDOs or not:
BE IT RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to represent members outside of their regular days to work be paid for each day they provide representation, the amount not less than one day’s pay at their regular rate of pay;
BE IT FURTHER RESOLVED THAT all union activists supported jointly by their locals and UNDE national office to sit on local or national committees outside of their regular days to work be paid for each day they attend, the amount not less than one day’s pay at their regular rate of pay;

38) Local 705 – Resolution 7
WHEREAS the UNDE has a need for fully qualified and trained activists to take their position as leaders in their respective locals;
WHEREAS UNDE provides training for their union activists;
WHEREAS this training is often provided on weekends;
WHEREAS this affects both participation and availability for this training;
WHEREAS UNDE is considered to be a leader in helping its members to achieve a balance between professional and personal responsibility;
WHEREAS it is against UNDE policy to allow the employer to force the employees to work for no pay:
BE IT RESOLVED THAT UNDE training be fully subsidized and provided during normal working hours Monday to Friday;
BE IT FURTHER RESOLVED THAT if UNDE training falls on days of rest an honorarium be paid of $75 to each member.
39) Local 580 – Resolution 1
WHEREAS no per diem is allotted for union business on weekends:
BE IT RESOLVED THAT UNDE immediately initiate an amount of $100 per day for union business performed on weekends.

WHEREAS no per diem is entitled for union business on weekends:
BE IT RESOLVED THAT UNDE immediately initiate an amount of $100.00 per day for union business performed on weekends.

Local 680 – Resolution 1
WHEREAS no per diem is allotted for union business on weekends:
BE IT RESOLVED THAT UNDE immediately initiate an amount of $100 per day for union business performed on weekends.

Local 683 – Resolution 1
WHEREAS the majority of union business is conducted generally on weekends without financial remuneration for the participants:
BE IT RESOLVED that UNDE immediately initiate a per diem in the amount of $100.00 per day per participant for union business conducted on weekends.

Local 682 – Resolution 1
WHEREAS no per diem is allotted for union business on weekends:
BE IT RESOLVED THAT UNDE immediately initiate an amount of $100 per day be issued for union business performed on weekends.

Local 583 – Resolution 1
WHEREAS no per diem is allotted for union business on weekends:
BE IT RESOLVED THAT UNDE immediately initiate an amount of $100 per day for union business performed on weekends.
45) Local 525 – Resolution 4
WHEREAS members of local executives work diligently and in good faith to protect the interests of those members under their jurisdiction;
WHEREAS because of their union involvement, members of executives may be reprimanded by employers, targeted by members or others, etc.;
WHEREAS financial and emotional implications are sometimes too great to be endured by an elected member or local:
BE IT RESOLVED THAT UNDE cover the necessary fees and expenses imposed on one or more elected members, provided that it is established that the member(s) in question carried out their union duties diligently and in good faith;
BE IT FURTHER RESOLVED THAT UNDE bylaws be amended to reflect the intentions of this resolution, on the following conditions: When the Local President makes a request that is recommended by the regional VP and approved by the president of UNDE, all related fees and expenses incurred in the defence of one or more elected members will be covered by UNDE.
46) Local 502 – Resolution 4
WHEREAS there is an annual presidents conference and a triennial convention that have some of the same participants and expenses;
WHEREAS union members must react and adapt more rapidly to changes in our workplaces and within ourselves:
BE IT RESOLVED THAT a committee be formed to study the merger of these two events in relation to the next Presidents Conference in 2009.

Local 404 – Resolution 9
WHEREAS local union officers, stewards and union activists provide a very valuable service to the Union of National Defence Employees and its membership during the normal working days from Monday to Friday;
WHEREAS a lot of work that is done by these members after working hours goes unpaid;
WHEREAS most local union officers, stewards and union activists take a good portion of their time away from their families while performing the services the Union requested of them during that period of the week;
WHEREAS many local union officers, stewards and union activists are required and/or compelled to keep current with union education to continue to be viable resources to the membership;
WHEREAS most of the union courses are put on over weekends which further takes away from family life:
BE IT RESOLVED THAT all further union courses, whenever possible, be put on during the regular workweek of Monday to Friday;
BE IT FURTHER RESOLVED THAT this resolution be supported and put in as a resolution for the PSAC Convention in 2009.

Local 526 – Resolution 4
WHEREAS the recruitment of new active union members is difficult;
WHEREAS UNDE offers training for its active union members;
WHEREAS this training is often offered on weekends;
WHEREAS this affects participation in, and availability for training;
WHEREAS work/family balance is a priority for UNDE and its members:
BE IT RESOLVED THAT UNDE union training be offered during business hours from Monday to Friday and be fully funded.

Local 525 – Resolution 3
WHEREAS union training is necessary to offer high-quality services to members;
WHEREAS union training is now the responsibility of regional councils;
WHEREAS it is difficult to find candidates who are willing to give up their free time to union training activities:
BE IT RESOLVED THAT union training be given only on weekdays;
BE IT RESOLVED THAT UNDE bylaws be amended to reflect this resolution;
BE IT FURTHER RESOLVED THAT UNDE propose and support a resolution in this respect at the next PSAC convention.
52) Local 704 – Resolution 9
WHEREAS at present time, the results of the strike vote are not shared with the members;
WHEREAS members have requested that these results be shared with them;
WHEREAS in federal and provincial elections, the results of all elections are made available to the general public:
BE IT RESOLVED THAT upon request to the Local Executive, the results of the strike vote for their respective local be made available to the Local membership;
BE IT FURTHER RESOLVED THAT these results shall only be available after the conclusion of bargaining/strike action.

Local 1016 – Resolution 4
WHEREAS at present time, PSAC/UNDE does not give out results of the local strike vote to members;
WHEREAS union elected officials do not have the right to keep information from the member;
WHEREAS members would like to know the results of the local strike vote;
WHEREAS in federal and provincial elections, all local results of the election are available to all people:
BE IT RESOLVED THAT local strike votes be made available to all members after the strike is over.
54) Local 807 – Resolution 1
WHEREAS Section 25 of the PSAC Constitution gives the NBoD the authority to impose a fine on a member for doing work during a legal strike;
WHEREAS the collection of such fines is often left to where the member doing the work is employed;
WHEREAS locals may not have the legal expertise for collections;
WHEREAS this action may also cause more bad feelings within the local membership:
BE IT RESOLVED THAT the NBoD, which imposes discipline, also collect any fines;
BE IT FURTHER RESOLVED THAT UNDE forward this to the 2009 PSAC Convention.

Local 1016 – Resolution 1
WHEREAS all directly chartered locals (DCL) and components involved with separate employers (non-PSSRA) currently have the right to disaffiliate with the Public Service Alliance of Canada (PSAC);
WHEREAS components involved with the PSSRA do not have that same right;
WHEREAS this discrepancy between PSSRA and non-PSSRA components and locals is not equitable and equals in effect a monopoly, which allows the bargaining agent (PSAC) to be unaccountable to the membership;
BE IT RESOLVED THAT the PSAC Constitution, Section 24, sub-section 27, be amended to include: …any component, along with its membership and assets, decides to withdraw.
56) Local 1016 – Resolution 5
WHEREAS to receive strategic strike pay, a maximum of 10% of the bargaining unit can go out on strike;
WHEREAS this is not effective for smaller locals:
BE IT RESOLVED THAT PSAC add a clause for smaller locals to read 25%.
57) Local 1016 – Resolution 3
WHEREAS participation on a picket line during a strike is essential to the success of a strike;
WHEREAS our membership is not fully participating in strike activity;
WHEREAS this adversely affects our union:
BE IT RESOLVED THAT PSAC issue a supplement of $50.00 to all picketers who participate in daily strike activity for a period of not less than 8 hrs in total and only after the strike has been in excess of 5 consecutive days.

Local 910 – Resolution 13
WHEREAS withdrawal of services of the members may be required in the near future;
WHEREAS other components in the Alliance have membership funds used to top up PSAC’s strike pay, and to assist members experiencing extreme difficulties:
BE IT RESOLVED THAT UNDE create a membership fund, financed at $5.00 per member per month, to be used to top up the PSAC strike pay during non-strategic strike days by an additional $25.00 per day;
BE IT FURTHER RESOLVED THAT this fund be subject to strict regulations developed by the UNDE standing bylaws committee.
