(Letter to Treasury Board Locals in UNDE)
Dispute Settlement Route
Tables 1 and 2
Sisters and Brothers,
Pursuant to Resolution #112 (see below), adopted at our Triennial Convention last year, you will find attached the petition for Tables 1 and 2. Please make copies as required.
A deadline of September 10, 2006, adopted by the PSAC National Board of Directors, will be strictly adhered to. Therefore, I am requesting that Locals have the original signed petitions delivered to the UNDE National Office, attention Gael Pavia, no later than the close of business on September 7, 2006.
You will note that petitions are only for Tables 1 and 2, as Table 3 has reached the 10% minimum for a dispute settlement route vote from another component. Meetings and voting dates will be scheduled accordingly, in the future, by PSAC Regional Offices.
RESOLUTION #112
WHEREAS conciliation with the right to strike has proven to be ineffective as a bargaining tool;
WHEREAS the employer has the right to legislate public service employees back to work;
WHEREAS Bill C-25 will allow Treasury Board to designate whole buildings and bases;
WHEREAS research has shown that arbitration has proven more effective than conciliation;
BE IT RESOLVED THAT UNDE adopt binding arbitration as the method of contract settlement and send on to the PSAC Convention.
