DISCUSSION
INTRODUCTION
1. A1/A4 and UNDE VP (Man/Sask) opened the meeting at 0815. DG Air Pers sent his regrets in not being able to attend this meeting; however D Air CMS was in attendance to address CAS issues. A1/A4 stated that this forum is extremely important and wants the committee to have free and open discussions. UNDE VP (Man/Sask) agreed. The union's questions have not changed over the past three or four years and the union will continue to ask the same questions as long as the department is in transition. UNDE VP (Man/Sask) thanked the CHRM team for their work in making these meetings a success.
OUTSTANDING BUSINESS
2. The previous minutes and action items were reviewed and the following items were noted:
a. para 11 - 17 Wing ADR pilot project - 17 Wg CRDC provided an update on the 17 Wg ADR pilot project. The meeting with the EDCM, UNDE VP (Nfld/Lab/NB), ADR OPI and 17 Wg CRDC did not take place as scheduled because the ADR UNDE OPI has changed hands. The current OPI for UNDE is Peter Cormier, UNDE Exec VP. In the interim, the 17 Wg's UNDE local President is attending the steering committee meetings. UNDE and CDRC have scheduled a meeting for 30 November to discuss the future participation of UNDE at the 17 Wing ADR pilot project. UNDE VP (Man/Sask) explained that the local president of 17 Wg had been directed by local 705 executive to withdraw from participation in the pilot. The UNDE local executive will be meeting to decide on its participation in the ADR pilot project. UNDE is concerned about the lack of union involvement in the implementation of all the DNDs ADR pilot projects. UNDEs representatives at these sites have expressed concern about the departments project reports to the EDCM. CHRSC (Pr) will advise EDCM of UNDE's concerns and obtain the ADR project roll out plans and provide a report to this committee. 17 Wg CDRC will provide a written report of activities for 17 Wg ADR project.
Secretarial Note: 17 Wg CDRC will provide this committee of the 17 Wgs ADR activities under separate cover. A report of the "best practices" and "lessons learned" will be submitted to EDCM by its consultant Ms. Jennifer Lynch. 17Wg CDRC will obtain this report and forward to this forum. The meeting of 30 November took place and UNDE has agreed to participate in 17 Wg Pilot.
b. para 3 - 1 CAD/UNDE Wg mediation - A1/A4, A7, A4 AE, A/A1 CHRM, UNDE VP (QC) and UNDE VP (Man/Sask) met privately to discuss a 1 CAD/UNDE mediation. It was agreed that A1/A4 would re-initiate appropriate discussions with air force personnel. Action would take place after UNDE had an opportunity to talk to their appropriate personnel. A1/A4 and UNDE will provide oversight and track this issue.
c. para 4
(1) LMRC Enhancement Training - A/A1 CHRM tabled a report on the Atlantic Region's Pilot Project. LMRC Enhancement training is now available for roll out. UNDE requested that 1 CAD arrange this training for the Wings in this region, and recommends that the training be provided every four years to all Wings/Sites within the air force. A1/A4 concurred with this request and WComds are actioned accordingly, by copy of these minutes, to ensure availability of this training for all LMRC members. CHRSC (Pr) will contact DGER to establish timelines for the roll out of this training to all locations.
Secretarial Note: This training should be provided to the LMRC members when there is a significant change in committee membership or at a minimum every four years.
(2) Knowing Your Collective Agreement - As this package is owned by the Public Service Alliance of Canada (PSAC), A/A1 CHRM recognized that it was PSAC's responsibility to train their members and recommended that the training package be incorporated into the DND Supervisor Orientation Program. UNDE VP (Man/Sask) concurred; however, he stated that the PSAC package has been delivered to some air force locations and should be delivered to them all. A1/A4 will select two locations to pilot this training and will confer with UNDE VP (Man/Sask). Once the sites have been selected, CHRSC (Pr) and PSAC/UNDE will develop a training package and plan to roll out this training.
d. para 10 - review of civilian establishment policy/reporting - A7 re-iterated that civilian establishment is managed by SWE which is incorporated into the O& M. UNDE VP (Man/Sask) is concerned that this is not understood at the Wing level. D Air CMS will clarify the policy regarding civilian establishment vis-a-vis the Air Command Civilian Vacancy Management Framework and the Business Planning Process by issuing guidance to 1 CAD for the Wings.
e. para 8 - ASD scenario - D Air CMS consulted with PM&S and determined that the air force does not have a policy in place in the event of a "failed ASD initiative". The concern is for the (1) affected civilian employees and for the (2) discontinued service provided.
(1) CHRSC (Pr) will raise this problem with DCEP. UNDE VP (Nfld/Lab/NB) will discuss it with UNDE Pres. D Air CMS will ensure this item is submitted to DND National UMCC.
(2) A7 will work with CAS staff to develop a Continuity Plan for CAS.
f. para 12 - Grievance Reporting - A/A1 CHRM expressed frustration with the inability of the Command to obtain grievance information for 1 CAD management and UNDE. CHRSC (Pr) will ensure that the service centres provide A/A1 CHRM with grievance statistics in the format previously requested until such time as DGER introduces a departmental tracking system. The statistics for the 2000 calendar year will be provided by 31 January 2001 and quarterly thereafter. A/A1 CHRM will analyze the information and provide the statistics to 1 CAD/UNDE LMRC.
NEW BUSINESS
3. Moose Jaw - NFTC vs 15 Wing - 15 Wing Contracts/Projects Officer provided an update of 15 Wing costs. CAS CATP gave a presentation on the NFTC costs. A5 Compt will provide UNDE with further costing information on these issues.
4. Supply Chain Project update - A4 LSR updated the committee on the project's activities. The RFP will not be signed before the Federal Election (27 Nov 2000). UNDE VP (Man/Sask) asked when management will get involved in the shifting of the Human Resources - the people side of this project. UNDE VP (Nfld/Lab/NB) expressed concern about the Employability Strategy (ES) funding for this fiscal year. This funding should assist the employees who will be affected by the SCP. CHRSC (Pr) will check with DGLPD to determine the status of the ES funding. A/A1 CHRM will question the Wgs on what plans have been made for the civilian population in preparation for the SCP.

5. CH 113 Close Out - A1/A4 will confirm the impact on civilian positions.
6. Civilian Employees; number of terms/casuals by location - A/A1 CHRM provided a report on the total number of terms and casuals by location and a staffing report on terms and casuals hired during July - September 2000 period. UNDE VP (Man/Sask) requested that the latter report reflect the exact location (section) of the staffing action. A/A1 CHRM and CHRSC (Pr) will consult and establish a process for an on-going report.
7. Personnel Numbers Mil and Civ - A7 explained that since the military establishment numbers only change once a year, the report provided to UNDE at the 13 June 2000 LMRC has not changed. This report will be provided to UNDE on an annual basis. A7 will prepare a CD with the mil establishment information and forward it to UNDE. UNDE VP (Man/Sask) was very pleased with the mil manning reports received from A1 Coord and has placed this information on CD. UNDE would like to compare the mil manning and establishment numbers. A/A1 Pers stated that the mil manning numbers are more readily available at the Wg level and should be provided at the local LMRCs. The WComds are actioned accordingly by copy of these minutes. As civilian establishment and manning numbers are combined, A/A1 CHRM and CHRSC (Pr) will investigate the best method of reporting the civilian numbers.
Secretarial Note: A7 provided 3 CDs for UNDE and A1 CHRM forwarded to UNDE members on 20 Nov 2000. A1 Coord will forward UNDE mil manning figures by E-Mail, in April and November of each year
8. Site Support Services Review update and overview - A SSSR working group was established in l CAD, chaired by A4 AE, with the purpose of preparing a brief to the CAS in preparation for a CC3 plan of review to be submitted to the VCDS by 1 Dec. PWGSC had also recently presented the DM and Level 1 Advisors with an unsolicited proposal to manage DND's infrastructure, and this as part of the SSSR initiative. UNDE VP (Man/Sask) stated that the MEO training needs to include UNDE and that the implementation of any SSSR should take a staggered approach. 1 CAD agreed that the CAS' recommendations to VCDS would be shared with 1 CAD/UNDE LMRC once the CAS approves it.
9. UCS - D Air CMS provided an update of the UCS activities. UNDE VP (Man/Sask) expressed the following concerns:
a. the adverse effects of UCS to the GL, GS, HP, CR and AS groups. UNDE believes that these groups will not be accurately reflected by UCS as the project is being "pushed" through. There does not appear to be concern for the ramifications of the project. UNDE is specifically concerned about the quality of the models and evaluation weighting;
b. that many work descriptions are being rewritten before implementation to enable positive positioning of certain positions when implementation of UCS takes place; and
c. because the UCS project is being rushed, there is no time available to write "unique" work descriptions.
UNDE does not have confidence in the UCS process and therefore DND should expect numerous classification grievances. UNDE VP (Man/Sask) stated that the UCS training is not sufficient to ensure employee "buy-in". D Air CMS explained that the Review Board has identified the same concerns; however, he will reiterate UNDE's concerns to the Impact Analysis and DUCT teams.
10. DND - Air force costs vs contract costs by Wing - A5 Compt will provide UNDE with this detail.
Secretarial Note: A5 has sent a message to the Wgs requesting that they provide the information by 10 Jan 01. The information will be forwarded to UNDE by 28 Feb 01.
11. Goose Bay -SERCO vs 5 Wing - A5 Compt tabled this information.
STANDING ITEMS
12. Budget Overview - A5 Compt provided a brief overview and tabled budget information.
13. EAP Update - A1 CHRWM described the EAP Symposium held in Cornwall as a great success. UNDE VP (Man/Sask) agreed as it provided CARE for the CAREGIVER. The union would like this symposium to be held annually. An EAP written report was provided.
Secretarial Note: D Air CMS will raise UNDE's request at the National EAP meeting held during week of 29 Jan 01.
14. EE Update - A1 CHRWM provided a written report.
15. JCTC - A/A1 CHRP provided an update on the JCTC. UNDE VP (Nfld/Lab/NB) stated that there is a need for a management representative from 5 Wg and 9 Wg to attend the JCTC within their region (Newfoundland/Labrador). A1/A4 concurred with this request and WComds 5 Wg and 9 Wg are actioned accordingly, by copy of these minutes.
16. Personnel Numbers Mil and Civ - A7 and A/A1 CHRM addressed this item in para 7.
ROUND TABLE DISCUSSIONS
17. The next meeting is tentatively planned for 25 April 2001 in Winnipeg. The meeting was adjourned at 1400.
Secretartial Note: The LMRC will not be held on the 25th April and will be rescheduled. The date will be confirmed.
