UNDE MASOP Committee Report for the UNDE Conference
March 2005, Ottawa
Greetings,
My name is Daniel Rodgers, president of local 10527 in Montréal. Philippe Turcq has asked me to present to you the report of the recent UNDE-MASOP committee meetings since the meeting on November 26, 2004.
The members of the UNDE-MASOP committee are as follows:
Chair : Philippe Turcq - VP UNDE-Quebec
Members : Mike Roberts - Esquimalt
Glen Johnston - Shilo
Kevin Marchand - Halifax
Celine Alexiuk - Trenton
Daniel Rodgers - Montréal
Staff Resource - Bev Gallagher
November 26, 2004
The headquarters at the Louis St-Laurent Building, Gatineau, Quebec
The UNDE-MASOP committee, accompanied by Garry Robinson, VP, UNDE-BC, met the management representatives from MASOP: Peter Ouellette, Manager, DGEPS project, Col. Mark Matheson, Manager for MASOP, Larry Lashkevich, Director General, Materiel Systems and Supply Chain, Barry Smith, Director, Ammunition Program Management (APM).
Discussion dealt with ammunition posts, the Human Resources Policy and a presentation on the savings achieved by MASOP up to November 26, 2004.
Following this meeting, a letter was sent by management signed by Alan Williams, ADM(Mat), as requested by the UNDE-MASOP committee, indicating that the HR-MASOP policy was as good as, if not better than, the Workforce Adjustment (WFA).
The letter was sent to the National Executive. The Executive turned it down when they read it first. When the UNDE National Office read the document, the committee concluded that this letter met our requirements and the welfare of all the members affected.
January 18, 2005
Bedford CFAD, Halifax, Nova Scotia
The union, represented by Philippe Turcq, Garry Robinson, Doug Pike, VP, UNDE-Nova Scotia, Barry Winford, president of local 80404 and Kevin Marchand, UNDE-MASOP committee member, met the employees in the morning to explain to them the importance of meeting management to share their forthcoming project within the Public Service or elsewhere in case people wished for a change in terms of jobs, retirement, relocation, etc. The most affected positions are the GT, the members who work with ammunition.
These employees are the first to come under the MASOP HR Policy, which, by the way, is still in the preliminary stage. (The final version, soon to be signed, should not be significantly different, apart from some minor changes.)
Generally, members' concerns targeted management and for that reason members had the opportunity to meet the employers' section of MASOP in the afternoon and were able to question Peter Ouellette freely.
Following the meeting with management, the employees agreed to share 80% of their forthcoming project. This will allow the Department to provide better care for their employees until there is proof to the contrary.
January 24-26, 2005
MMDS conference, Cornwall, Ontario
Most of the committee members were able to attend this conference, with the exception of Glen Johnston and Celine Alexiuk, on the Monday, Tuesday and Wednesday.
Nothing new was learned at this conference that affected our membership.
Mike Roberts stayed for a workshop with Kevin Marchand
