National Executive Meeting - June 2007 - Annex 10
LFWA Report
There was a LFWA ALMRC on May 1, 2007. We finally had all bargaining agent reps at the table with PIPS at the table, and the TOR’s have been signed off. Once the minutes are finalized and signed off - the information will be available on the DIN at:
http://armyonline.kingston.mil.ca/LFWA/D143000440098940.asp
A number of items were discussed at the May 1 meeting and I will identify some of the points discussed – “as presented” the complete discussion will be in the official minutes:
Health & Safety – next SPDET- we are trying to define who owns all the processes within LFWA – for Health & Safety, Return to Work and Duty to Accommodate. From that we would like a report as to the “health” of each program within the Area.
Budget – there were a number of questions asked around the budget as we overspent SWE and received the funds. There was also a question around what all the SWE is spent on – actual people in positions etc. There is to be a follow up on these questions.
ASR – has this turned into “Institutional Army Restructure”? There is to be a presentation to the CLS to have an institutional army study done. We identified the frustration that UNDE had with ASR as it was take care of the military first and once that was done the civilian component was stopped? So will this next study, if accepted by the CLS, be going down the same road? It is UNDE’s position that all support positions within DND CAN be civilian. This should be a starting point for the discussion.
EE – a draft of the LFWA EE plan 2007-2011 was shared with us and I have forwarded to Sisters Moore and Buck for their input.
EAP – the issue around EAP is the training of RA’s is being postponed and we need the training ASAP.
Apprenticeship Training Program - the funding level augmentation from CLS was not identified – nor was the trades that have been discussed for apprenticeships within Land Forces brought forward – follow up.
Classification Update (currency & GL VHE reclass) it was identified that there were still issues in Wainwright, at the writing of this report I believe this has been rectified, I will defer to Sister Kennedy for the update.
Essential Services Agreements – still waiting for direction from Level 1’s, the Area is not engaged at present, as this direction is not forthcoming.
Training Fund Allocation (1 ASG & ASUs) – follow up at the Local LMRC’s will be needed to identify where training funds go locally.
PSAC No Zone Campaign – the information on May 14th was shared with the command, unfortunately HR advice on the May 14th information pickets was to restrict them?
Thanks to Sister Kennedy for her support and participation.
