TERMS OF REFERENCE

AIM

Provide support/guidance/advice and assistance in identifying and removing barriers by promoting a greater understanding of the Employment Equity Act and Human Rights issues to UNDE members.

COMMITTEE MAKE-UP

Employment Equity Advisor/Human Rights Advisor to the UNDE National Executive

UNDE Human Rights Committee members and UNDE EE/Human Rights Coordinators

(Regions include:  Pacific; Alberta and the North; Manitoba & Saskatchewan; Ontario; NCR; Quebec; Nova Scotia; Newfoundland and Labrador and New Brunswick; Personnel Support Programs (PSP); Communications Security (CSE), separate employers could be in included in each Region.)

ROLES AND RESPONSIBILITIES

  • Establish network with the Local EE/HR Representatives
  • Disseminate information about EE and Human Rights
  • Provide information to the Locals to assist in coordinating and organizing EE/HR related events
  • Annual Regional briefing as required to each UNDE Local in coordination with Vice President
  • Request semi annual reports concerning EE/HR from the Locals in the Region
  • Consult with Regional Employers as legislated by the Employment Equity Act
  • Provide quarterly reports (dates to be promulgated) to the UNDE National EE/HR Advisor
  • Attend relevant workshops, seminars, conferences to keep current on issues and provide report to UNDE National  EE/HR Advisor and respective VP
  • Conference calls as required by the UNDE National EE/HR Advisor
  • Committee members will participate in annual meetings of the EE/HR regional Coordinators

DUTIES

  • All EE/HR Advisors will self identify as requested by UNDE National Exec.
  • Obtain DND’s regional statistical EE data, in order to ensure DND’s obligation and responsibilities are being met.
  • Forward all EE and Human Rights concerns, problems and issues to the UNDE National EE/HR Advisor.
  • Take an active role in promoting EE/ Human Rights commemorative events.
  • Encourage maximum UNDE representation at PSAC Equity conferences as delegates.
  • Promote a greater understanding of Human Rights and Employment Equity issues.
  • Develop and promote initiatives that would encourage greater participation of equity group members in the union.
  • Act as a resource person for union representation on human rights and equity issues
  • Upon request attend Union/Management meetings and provide EE/HR updates reference local/regional concerns and any related actions.
  • Receive concerns and irregularities from Local EE Reps concerning the Employer’s staffing and hiring practices.
  • Encourage the participation of Local’s in regional equity committees.
  • Communication will always include both VP and the EE/HR Advisor
