UNDE EVP REPORT

Ms Siegel, ADM HR Civ, opened the meeting by introducing Dominique Francoeur, the new Chief of Staff. Ms Siegel also announced that Ms Monique Paquin, currently at Treasury Board, is the successful candidate in the DGLRC staffing process. Ms Paquin will commence her handover on March 19, 2007.
Old Business resulting from the December 5, 2006 meeting:
Communications reference Political Activities. As discussed at the December 2006 meeting, a CANFORGEN was sent out to remind civilian employees of their obligations.
Collective Work Descriptions. Consultation is ongoing to address IBEW’s concerns.
Employment Equity Presentation. In regards to UNDE’s request than alternate acronym to “WFA” (Workforce Availability) be used, no other acronym is available so the phrase will be written out in future presentations.
New Business:
Integrated Service Delivery Model. Ms Rollo, DGCHRMO/DGGORHC, provided a presentation on this initiative citing benefits as:
- single point of contact;
- enhanced service capability
- strengthens the quality of advice
- clarifies who is responsible for what
- more efficient use of resources
- enables development of the HR community
DND Leadership Development Curriculum. Louyse Ledoux, DGLPD/DGAPP, provided an update. The training is available on line and through the Learning Centres and CF Colleges.
In response to the question of equivalencies for military managers, it was reported that Managing Civilian Resources and Staff Relations are two mandatory learning activities that must be completed in order for both military and civilian managers to receive delegation of authority. Concerns were raised by the union representatives that there is only a requirement to complete these learning activities and that a pass/fail should be expected. UNDE identified that even if a manager was to receive a “pass”, it is not a guarantee that managers will properly implement what they have learned.
IBEW raised a concern that DND may not have the necessary feeder classifications. Also, that two outstanding PRRs are a requirement for applying for the development program and that in some areas PRRs are not written on a regular basis and are therefore not available.
Agriculture Union identified that Health & Safety Training must be completed on a 3-year basis so this learning activity should be included in all levels of the training.
In response to a funding question, DGLPD responded that there is a minimal cost involved because the training is available on-line or on-site at the Learning Centres. In cases where travel would be required, funding would be the responsibility of the individual managers. ADM HR Civ reported that she has requested central funding.
Recruitment Strategy. Louise St-Jean, DGCESP/DGSPEC provided an update on the work to date. The committee participants were provided copies of the recruiting pamphlets which will be available at Service Canada, CF Recruiting Centres and learning institutes. Lisa Tiedeman then provided the committee members with a walk through the website, highlighting the various links.

The committee members agreed that the site looks very professional and is very informative and user friendly. The web site will be updated on a regular basis as new information becomes available.
ADM HR Civ is continuing to pursue long term funding
ADR in the Grievance Process. Chris Ford, DGADR/DGMARC, provided an update from the December 2006 meeting. DGADR/DGMARC also advised that his staff is working with the CF Grievance Board to make the mandatory offer of mediation part of the CF grievance process. DGADR/DGMARC presented a “draft” Alternate Dispute Resolute Letter of Offer. After some discussion, UNDE suggested that the union representatives review the proposed document and be prepared to provide comments at the ADR Advisory Committee meeting scheduled for March 20, 2007.
People Soft 8.9. Francis Trudel, COS/CEM, provided an overview of the implementation of HRMS version 8.9 stating that the conversion from 7.5 to 8.9 is an external initiative mandated by Treasury Board so that the whole of the Public Services will be on the same IT platform. The CF is not converted from 7.5 at this time.
Paper transactions will still carry on for those employees that do not have computer access.
The roll out date has been pushed back to October 2007.
Round Table
IBEW: identified ongoing discussions to address concerns with collective staffing and functional organization charts being used within ADM Mat. IBEW also raised a concern that staffing for EG 3 and EL 3 training positions was done through external recruitment.
DGCESP/DGSPEC
Apprenticeship Program:
- more up-to-date information will be presented at the upcoming June 2007 meeting. ADM HR Civ is continuing to pursue the multi-year funding.
- GL handouts are now available
Employment Equity – self-identification will be conducting in June 2007 with direct mailing to employees
Retention Strategy Focus Groups – ongoing, very good participation
EAP Symposium – very good participation. Many thanks to the union representatives who attended and showed their support for the program.

1 April 2006 – 22 January 2007 – There have been 82 military medical priority placed, 68 in DND.

UNDE: reported that all TB Locals (less one region which is scheduled) have completed ESA training and are ready to go. A/DGLRC advised that the delay in proceeding is in Ottawa. DGLRC is waiting for the Level 1s to determine the level of service expected and for that information to be conveyed down the chain.
ADM HR Civ. In closing, Ms Siegel also thanked the union representatives for their presence and support at the EAP Symposium. She also identified the following staff changes:
