This was the 7th year that Scholarship Selection Committee has met to award DND civilian employees with a year-long scholarship. A total of 89 scholarships have been awarded since the program's inception. The number of applications received was lower this year from 122 (2004) to 91 (2005).
As in previous years, the Committee depleted the funds allocated to the program by granting more than the prerequisite number of scholarships. The Department will announce the winners within the coming weeks, usually before the end of June 2005. And all applicants will receive feedback from DGLDP.
A recent interpretation of Financial Administration Act has prompted Treasury Board to make two observations of past-practice which may have a negative impact on the program:
1. Monies cannot be advanced; and
2. Applicants may be required to take leave without pay.
DGLPD is working diligently to resolve these issues and hopefully this most worthy program will not be affected. However, applicants should ensure that they understand all the possible financial implications.
DGLPD will be conducting an in-depth evaluation of the value of the program to the previous recipients and to DND.
Fraternally,
Submitted electronically,
Mary L. Chamberlain
