I attended a meeting at NDHQ yesterday to discuss the subject EX "succession" planning pilot initiative within DND, sanctioned by the Defence Management Committee (DMC). Also in attendance at the meeting:

The LDP program is designed to prepare the EX feeder group members for success in the executive competitive process. Targeted classifications are listed in the attached.
The problem that has been identified, and that has resulted in this pilot project, is that although there are other training programs within the Federal Public Service, ie Career Advancement Program (CAP), Management Training Program (MTP), most successful candidates choose to seek employment with departments other than DND. At present, there are 19 CAP candidates within DND.
LDP eligible participants will be identified through peoplesoft records and approached for interest in participating in a two-year developmental training program. Selected candidates will receive a PSC EX competency based test in order to develop a training program that better suits their career requirements. If required, candidates will also receive one-year French Language training in order to achieve the required CBC proficiency certification.
Slide 5 identifies that "up to" 50% of the training allocations will be reserved for employment equity members. I asked which EE groups were to be considered and was advised that they would include Aboriginal, Visible Minorities, and Persons with a Disability.
At the end of the two-year training program the PSC EX competency based test will be administered again.
