Report on CFHA UMCC May 17, 2004

I attended the CFHA UMCC in Ottawa. Items discussed were:
1. Minutes from previous meetings were approved.
2. Composition of committee. CEO of CFHA Olga Massicotte, proposed changes to the terms of reference to identify who from CFHA would sit at this forum representing management. They would be the CEO, Housing manager and an advisor from HR. Other CFHA managers would attend as required by the agenda.
3. Agency Update. CFHA CEO gave update on CFHA priorities for the up coming year. CFHA priority is to renew and capitalize the housing portfolio and 2004/2005 will see the implementation of the first round of projects. Roughly 200 houses will be full renovated.
4. Organizational changes: I asked for and will be sent current organization charts and will be updated as these change.
5. Public Service Employee survey: CEO gave an update on the survey and their plans to have a town hall meeting to address areas of concern addressed in the survey by head office employees.
6. Consultation: CFHA was advised that for the purpose of consultation the contacts for UNDE are: Local President for local issues, CFHA OPI or UNDE President for National issues. I will provide CFHA Housing manager a list of local presidents at their sites.
7. Acting pay and appointment policy. CFHA proposed policy on Acting Pay and Appointments was discussed. Both management and unions wanted to know why if DND has a policy why was CFHA creating their own .Policy will be discussed at CFHA management meeting to discuss if they need their own. CFHA since becoming a special operating agency has the authority to amend DND policies or create policies specifically for CFHA. Benefits of consulting with unions were discussed.
8. Performance management Cycle: The CEO for CFHA brought forward an Interim performance and Appraisal document that has been sent out to the field. Unions were asked to give input. Please send me any concerns you may have so I can address them with the CEO.
9. Regional LMRC structure. This item was closed as per direction from UNDE National Executive at the fall 2003 NE meeting.
10. Staff relations update: New CFHA housing manager has been hired and will start hearing first level grievances at the sites. This should speed up the process. There are 17 outstanding grievances. All are PSAC and don't include classification grievances. 7 relate to harassment and management will look in to providing harassment training and report back to next UMCC.
11. Staffing Stats - see attached report
12. Site participation in Health and Safety committees. CFHA management will report back to next UMCC on their employee's access to JOSH committees and training.
13. Return to work program. CFHA management will report back to UMCC on availability and accessibility to the return to work program. It was suggested they contact DGSafe for training on this program and H&S in general.
Next meeting- November 2004, date to be confirmed.
