Vision

To protect quality public service work and minimize government waste by reducing services provided by DCC, Private Contractors and Agencies.

Terms of Reference

Introduction

The 2008 UNDE Triennial Convention mandated that the Union establish a national DCC (Defence Construction Canada) Privatization committee. In May 2009 the DCC Committee Regional representatives met at UNDE National office in Ottawa to develop its terms of reference, guidelines for the committees’ future activities, vision, roles and responsibilities. The committee plans to meet bi-annually or as is required.

Guidelines

  1. To be transparent and visible to the membership.
  2. To determine DCCs or any Private contractors or agencies scope as it pertains to the GoC (Government of Canada) policies, procedures, regulations, cost(salary wage envelop (SWE) v contractors) and or agreements.
  3. To educate the membership.
  4. To develop campaigns.
  5. *To make the public aware. (SWE v contractors) ECT….
  6. To seek support of the PSAC through the `Think Public` campaign.

Roles and Responsibilities

  1. Develop Tool kits.
  2. Develop a reporting a mechanism

  3. Engage membership
    1. Local General Memebership Meetings
    2. Flyers

    2. letter writing
    3. lobbying local federal MPs
    4. *(SWE v contractors) etc…
  5. Gather all documentation pertaining to DCCs or any Private contractors or agencies scope through
    1. Collective Agreements
    2. Staffing policies and procedures
    3. Contracting policies
    4. Regulations and Acts
    5. Memorandums of Understanding
    6. Service level agreements
    7. Service level arrangements
    8. Service agreements
    9. Access to Information and privacy Act (ATIP) requests to Maritime Command, 1 Canadian Air Division and Land Forces Command
    10. Contact membership in special situations.
  6. Determine where contractors are performing public service work
    1. Where contractors are back filling Public Service/Military positions
    2. Where contractors are performing non-traditional work
    3. Where contracts are broadened without consultation
    4. Etc…
  7. Expose and challenge infractions where contractors are not conforming to the GoC acts and Treasury Board regulations and policies.
